Controlling the spread of contagious diseases among livestock. Provides means to isolate disease and notify other producers of an outbreak.

Security - Basic food safety, maintain health of unaffected herds and flocks. Liberty - Requires disclosure of private information, potential for abuse.

TOOL CHARACTERISTICS

Highly coercive, participation is required and there are administrative penalties for non-compliance. Degree of automaticity is moderate, since existing systems (internet registration, fax, phone) are proposed for implementation. Directness is high, the program is being carried out by state governments.

EXTENT POLICY SUPPORTS/HINDERS

Supports - Registration is free and relatively simply. Administrative burden is apparently small. Hinders - However, requirement for registration has the postential to hinders civic agriculture since it does constitute a government intrusion.
