Directness is high, the program is being carried out by state governments.

EXTENT POLICY SUPPORTS/HINDERS

Supports - Registration is free and relatively simply. Administrative burden is apparently small. Hinders - However, requirement for registration has the postential to hinders civic agriculture since it does constitute a government intrusion.
